You can take an MRT and get down at Bedok MRT station, go to Bedok bus interchange and take bus number 196 or 197 which might take you to the East Coast Park directly or can drop you somewhere nearby.

You can take bus numbers 16, 36, 55, 76, 31, 135, 155, 196 and 197 to Marine Parade road.
